Cesar was last seen in Kindred society during the 1992 Los Angeles riots, and he disappeared in May soon after their conclusion. He was known as a rather meat-headed independent neonate with gang affiliations and a reputation for unnecessary roughness. His gang of ghouled street toughs was known to tussle with both anarchs and Camarilla members who were considered to be infringing on their 'turf. It was considered likely by those who even cared about his existence that he met the Final Death somewhere in the numerous fires that consumed East L.A. during that period.
